Running a Fleet in Portland

Local conditions shape how a fleet program is built here. Three matter more than most.

Peak demand is billed six days a week

On Portland General Electric’s standard large nonresidential schedules the generation demand charge is $9.75 per kW of monthly peak demand on Schedule 83 and $11.39 per kW on Schedule 85, with a transmission charge of $3.16 per kW on top and separate facility capacity charges alongside it. Peak demand hours run 6:00 a.m. to 10:00 p.m. Monday through Saturday. That is a six-day window, and load planning built around a five-day one will miss.

A rate written for overnight charging

PGE also files Schedule 38, an optional large nonresidential time-of-day rate whose charges are volumetric rather than billed per kW of demand, with off-peak hours of 10:00 p.m. to 6:00 a.m. Monday through Saturday and all day Sunday. The tariff lets a large nonresidential customer take EV charging on it as a separately metered service used for the sole and exclusive purpose of EV charging, with the second metered service installed at the customer’s expense. Which schedule a depot lands on is a design question before it is a billing one.

A make-ready programme that names fleets

PGE’s commercial EV make-ready pilot is open to nonresidential customers that use or operate fleets within its service territory, install a minimum of 70 kW of EV charging, and own or lease the site. The custom incentive is capped at $400,000 and enrollment runs through December 2028 or until funds are reserved. PGE designs, installs, owns, operates, and maintains the make-ready infrastructure, the site owner grants PGE an easement, and the customer keeps the equipment on a qualified service schedule for ten years, with pro-rata repayment if the agreement ends early.

Frequently Asked Questions

Yes. Inspiration Fleet manages commercial fleets based in Portland and throughout the surrounding metro on both sides of the Columbia. Services are delivered through our fleet management platform, our vendor network, and our fleet specialists, not through a branch you need to visit.

No. Inspiration Fleet’s platform is an open ecosystem. You keep the vendors that work for you and we integrate their data, or we recommend partners if you want a change.

A fleet management company manages an organization’s vehicles across their lifecycle so the organization can focus on its core business. Inspiration Fleet plans the fleet, acquires and finances vehicles, manages maintenance, telematics, drivers, fuel, and tolls, and remarkets vehicles at the end of their economic life, with the data from all of it in one platform. That is a managed service, not a software subscription.

Inspiration Fleet is built for fleet-intensive organizations across the Portland metro. That includes distribution and last-mile fleets working an interstate corridor that crosses a state line mid-route; construction fleets operating across five Oregon counties and into southwest Washington; HVAC, plumbing, and electrical field service fleets that need technicians on site and parts on the truck; manufacturing and industrial service fleets moving crews and material between plants; and healthcare systems, universities, and public-sector fleets that answer to procurement rules as much as to operations.

Inspiration Fleet manages commercial fleets of any composition, from light-duty cars and vans to work trucks and specialty vehicles, for organizations in industries such as construction, field services, healthcare, distribution, higher education, and professional services.

Inspiration Fleet is built for organizations that operate fleets at scale and want a full-service partner rather than a set of point solutions. If your organization manages dozens or hundreds of vehicles, speak with a fleet expert and we will tell you quickly whether we are the right fit.

Fleet Management Coverage in Portland, Oregon

Nationwide Platform, Portland Focus

Inspiration Fleet manages commercial fleets across Portland and the surrounding metro, from initial assessment through full-scale program management, with dedicated project management and ongoing operational support.

Two regulated utilities serve this metro. Portland General Electric and Pacific Power each cover part of it, and which one serves a given depot depends on the address, so that gets confirmed before anyone models a rate. Oregon also assesses its road tax on carriers above 26,000 pounds by declared combined weight and miles travelled in the state rather than by fuel purchased, and the state’s rate table applies for all types of fuel. We handle that administration as part of the program and show the whole fleet in one view.

Areas served: Portland and the surrounding metro, including Multnomah, Washington, Clackamas, Columbia, and Yamhill counties in Oregon and Clark and Skamania counties in Washington.
