Running a Fleet in Chicago

Local conditions shape how a fleet program is built here. Three matter more than most.

A December 31 deadline on the vehicles

ComEd’s Business and Public Sector EV Rebate Program pays $7,500 to $240,000 per battery-electric vehicle by weight class, taken as a dealer voucher at point of sale or claimed within 60 days of delivery. The program closes December 31, 2026, and the vehicle has to be built and delivered before that date, not merely ordered: voucher funds are held 90 days for light duty and 180 days for Class 7-8, but the closure date wins whichever comes first. Charging make-ready is a separate ComEd program, authorized through 2028, whose rebate applications are closed at the moment.

Demand charges, unless you meter separately

ComEd bills nonresidential delivery on demand as well as consumption: in the January 2026 billing period the Medium and Large Load classes carry distribution facilities charges of $12.94 and $12.84 per kW at secondary voltage. A service point separately metered for EV charging can instead take the Watt-Hour Delivery Class, billed at $0.02902 per kWh with no per-kW distribution charge at all. That separate meter is specified at design time, which makes it the highest-leverage decision in a Chicago depot build.

Winter is a sizing input

O’Hare averages 121 days a year at or below freezing and six at or below zero. AAA’s 2026 testing measured an average 39% range loss at 20°F with cabin heat running, and in January 2024 the city spent roughly 35 hours below zero. Chicago depots are sized against winter range and built around preconditioning, not against a spec sheet.

Frequently Asked Questions

Yes. Inspiration Fleet manages commercial fleets based in Chicago and throughout the greater Chicago metro. Services are delivered through our fleet management platform, our vendor network, and our fleet specialists, not through a branch you need to visit.

No. Inspiration Fleet’s platform is an open ecosystem. You keep the vendors that work for you and we integrate their data, or we recommend partners if you want a change.

A fleet management company manages an organization’s vehicles across their lifecycle so the organization can focus on its core business. Inspiration Fleet plans the fleet, acquires and finances vehicles, manages maintenance, telematics, drivers, fuel, and tolls, and remarkets vehicles at the end of their economic life, with the data from all of it in one platform. That is a managed service, not a software subscription.

Inspiration Fleet is built for fleet-intensive organizations across Chicago and the six-county metro. That includes drayage and intermodal fleets working the Joliet and Elwood terminals, where BNSF Logistics Park Chicago alone covers 770 acres and is rated for three million containers a year; food and beverage distribution fleets running to a market where industrial vacancy sat at 4.8% in the second quarter of 2026; construction fleets moving between job sites across Cook, DuPage, Will, Lake, Kane, and McHenry counties; HVAC, plumbing, and electrical field service fleets that need technicians on site on time through a Chicago winter; healthcare and medical supply distribution serving hospital systems across the region; and parcel and last-mile fleets working the I-80 corridor where the metro’s big-box demand is concentrated.

Inspiration Fleet manages commercial fleets of any composition, from light-duty cars and vans to work trucks and specialty vehicles, for organizations in industries such as construction, field services, healthcare, distribution, higher education, and professional services.

Inspiration Fleet is built for organizations that operate fleets at scale and want a full-service partner rather than a set of point solutions. If your organization manages dozens or hundreds of vehicles, speak with a fleet expert and we will tell you quickly whether we are the right fit.

Fleet Management Coverage in Chicago, Illinois

Nationwide Platform, Chicago Focus

Inspiration Fleet manages commercial fleets across Chicago and the surrounding region, from initial assessment through full-scale program management, with dedicated project management and ongoing operational support.

Chicago fleets operate inside rules the rest of Illinois does not have. The city limits diesel idling to three minutes in any 60-minute period under Municipal Code 9-80-095, against a ten-minute state standard, and Chicago levies its own Vehicle Fuel Tax of $0.08 per gallon, a line item an electric fleet simply stops paying. City construction contracts of $2 million or more carry Clean Diesel Contracting requirements and a minimum Clean Fleet Score. We handle that administration as part of the program and show the whole fleet in one view.

Areas served: Chicago and the greater Chicago metro, including Cook, DuPage, Will, Lake, Kane, and McHenry counties, Illinois.
